ICBC doesn't care how often you drive your car, use the highway or not.  Driving every day doesn't mean you have to pay more.  

ICBC does have different rate class depends on how you use your vehicle, for example, pleasure use only, to-and-from-work (which has two rates depends on whether the distance is > 15km or not).

For most people, I think they purchase all 3 optional coverage.  However, you should understand what each covers and then determine yourself whether you need them.

Liability: your basic ICBC plan covers up to $200,000 liability coverage, anything above that you will have to pay yourself.  Here, you could purchase extra liability coverage in order to prevent yourself from paying that.

Collision: covers your own vehicle when you get into an accident.

Comprehensive: cover extra things like theft, vandalism, rocks, animals, etc, etc.

[I found there are many under-educated staffs working at ICBC broker, especially Chinese one.  One lady (the one under Superstore at Richmond) insists that I am illegal to drive my car with just basic coverage.  Piss me off.]

Renew takes you 10-15mins (unless you have a line up).  You could even do it anytime before your current one expires.
