open an ebay account & paypal accounts(if you want to use paypal for receiving the fund).  then click the "sell" button on the top right corner.  just follow it step by step.

have you contact the seller for shipping info.  if not, please do so
if you already contacted him and he didn't give you any tracking# or ...
report it to ebay and give him negative feedback.  
but the problem is paypal only hold the fund for 45days.  it he really shuts the account and runs away.  there is nothing ebay will do.  good luck.
