you still don't understand why we are angry.  we are angry because the swat team, the president and their people didn't care about the lives.  not because the outcome.

總統阿奎諾三世, 「我的笑容可能被誤解了,開心的時候我會笑,當我遇到非常荒謬的情景時也會笑。若我觸犯到一些人,我道歉。」  he just made excuse and excuse again.

they sent a regular police to convenience the killer, not a professional negotiator.  the killer just want to get the job back, but they told him "no" upfront. the swat team was trained by uas, french & ?? swat teams(surprise). but the way they acted........
+ .........

their people: 有職員打開棺木,讓記者拍攝死者遺容
慘案現場 竟成菲警學生「景點」, they were smiling

we are sad because someone dead, we are angry because they don't respect the whole incident.

back to your example, this is totally your fault, you should tell the lady went back to the line at the first time.  you let her cut in becuase she was upset and probably raise her voice?  then she would do the same thing again in the future because it works.

September 2004 Chechen rebels take more than 1,000 students and teachers hostage at a school in Beslan, Russia. During the storming of the building to free the hostages armed forces cause the gym roof to collapse, killing 160 people. The siege ends with at least 330 people dead, including 317 hostages, of whom 186 were children.

they did bad, but not stupid.  their president didn't smile in front of the tv when he had the speech, their people/police didn't take photo in front of the school with smile right after the incident.  we are angry because we don't get the respect.
