I may share my experience with both AIC and CityTeelcom, as I have 2 VOIP number, 1 local and 1 oversea ( Hong Kong number). The local VOIP is hosted by AIC, and I have the same experinec, the quality is bad, and its true that the very first year my family, friends etc all complain that I talked like under water via the solid line, which was hosted ny AIC.

As I have my local solid line hosted by AIC VOIP, I need the service to route to the in-house phone jack. The AIC technician is a nice guy, and I pay AIC $ 30 to do the wiring service, such that the connection is linked from my router/Cable modem to the local phone jack, then I can talk like the old days when Telus hosting my telephone service. I do tips the technician, as he's helpful. I need the help as I have monitoring alarm hook up to my telephone line. So after the AIC line service is active, I need to call the Monitoring service (not CPA, I am using Protectron - former Rogers's security) to ensure the alram is working.

now the billing part. I was told to submit a VOID cheque, as I have all my billing pre-set at VANCITY saving account, I told AIC to debit from my saving account, rather than cheque account. However, my family gave the technician the void cheque as they were told the cheque was for reference. When I checked my bank online at the end of the month, after the AIC service started for more than a month, AIC debit it from my CHEQUE account, even I did not authorize it! So I call the AIC accountinf department, and I was told the money debit from my cheque account will be used to pay off the next 3 months bill, and no refund. I was ok, as they promised not to debit from my cheque account again.

6 months after I stick with AIC, they finally reimburse the money to my cheque account, the transaction is then cancelled, and till last April, they finally managed to debit from my Vancity Saving account.

I would summarize:
(1) yes, the line quality is terribe, if you compare to SHAW VOIP, as my in-laws are using.
(2) billing service is terribe, but they do manage to bill me right.
(3) Comparg $15/monthy to what you pay SHAW, I interpreted this is the price I have to pay as there is no other option, I mean option with better line quality, service but cheaper monthly fee !
