Safety features were not taken out. Why would anyone "take out" safety features?

Previous news reports have already revealed that Grandfather has reduced the safety margins imposed by Germany and Japan in order to raise the top speed la. How different is it for Grandfather to further eat into any additional safety measures in exchange for further benefits of some sort (eg. cost savings).
What I'm saying is, since Grandfather has already been caught cutting corners in one area of safety, would I be surprised to see them cutting other corners in safety or even other areas as well?
