It was a wrong concept to start with, let's not comment on the kitchen cooked items,
as a  Pastry Shop & Restaurant
1. They do not have any trained staffs to do the pastries
2. They do not have a reliable bakery to supply pastries that their customers will order
3. Their customers do not like to order pastries at the restaurant
Most of the Chinese bakeries are retail bakeries, they do not want to do so much extra works
on specialty restaurant desserts. And most customers do not order desserts unless it is included
in the Prix Fix menu.
7 Heaven used to have nice desserts on the menu, but people only consume tons of them at the buffet.

I have no doubt the Chefs know how to cook a good steak, but customer do not associate steak with Chinese restaurant.
Would you go to Sun Sui Wah for a Roasted Prime Rib dinner?
It would be more logical for the  i-xxxx to serve good roasted squabs and lobster combo
