I think she was from England.  That's 英式英文, her 發音 is 正確, just a bit different from what you learn in Canada.

Deborah Moore is  a very nice person, she does a lot of prep, reading and treating her guests from her own wallet.
She has genuine British accent from her father, I don't think is her fault, she works very hard for her program.
