"Build It and they will come" is Translink's way of running things ever since the Expo line. The problem with that is they will run a deficit for a number of years before the line gets enough riders to pay for itself. The smarter way is to create the ridership by using toll, fee, tax and zoning but that's politically suicdal for any public servant.
