Western countries came up with democracy. also, if you dig into history, the idea of democracy already seeded since ancient Greek.

well, i think we should consider the fact that back in the Greeks/Romans days, only the citizens could vote.
But there were more slaves than citizens ...
And there were many vassal states ...
