What I consider is the accuracy... In the attack mode, DF-21 is a very useful tool if and only if you can tempt the US to send the carrier into the trap, which is the first island chain of the South China Sea along the Japan, Taiwan and Phillipines... If you are that close, I don't think you can achieve M10 before re-entering the lower atmosphere.
