You are right, developing supercomputer is expensive. I think it's better to use "burn" instead of "waste" in your comments.
Frankly, up until this moment, I don't quite understand (mostly because of the tech content) why you feel so excited when you are talking about Tianhe-I in the first place.
Canada do have some supercomputers. The technology is always there, but due to budget, like British, we usually borrow the mainframe from other countries or sharing between different organizations.
To me, if China can build something like the CERN, it will be very interesting to see.
