Good observation... it is affected by the dry cold front from the polar...

Warm rainy days or cold sunny days, take your pick.

Go to Wiki and check some basic stats for Caglary and you will see...

Elevation of the city = 1,048m
City Density =  1360.2/km^2
Avg. Sunshine Hrs/Day = 6.6 Hrs/Day

1.23M scattering in 726.5 sq.km ar... If you include the Metro area, that jumps up to 5,107 sq.km, that's almost 4.5 times the size of Hong Kong...
