Good integrity among the citizens is required to lower the corruption.  It is possible to build up such good integrity even the country is poor if the government was good and the people weren't so selfish at the beginning.

Education requires good economic support, which can't be avoided.

I think dictatorship can only grow to certain size and stuck though.
Dictatorship is very risky, but if the top is doing so bad, a revolution will start anyways.

If the citizens suffer too much, there will be a revolution and many people will die.
