Do my friend need to get visa to China if he already had a valid 回鄉証

Hi there to all travel experts

My friend in USA is planning to go to China during X'mas. He is a US citizen or at least with a green card. If he has a valid 回鄉証, do you think he needs to apply for an additional visa to China ?

Would you guys please get me to me ASAP, so I can relay your answer to my friend.
