Is this true that I need to install 4 snow tires

Hi there

I am planning to get some price quotations for my car and when I called up one of the tire shops. The owner told me I need to buy 4 snow tires instead of 2. May I know is there a "New" law or law to prohibit car with 2 snow tires installed on the front ?

Please kindly advise ASAP.
