Are you buying to live or buying to flip?

If you are buying to live then go with what you are comfortable with.  Personally, I am not too concern. To me, 水龍頭 is actually a plus as people can't park in front of it.  But it sounds like you are not, as it is not a good deal, then skip to the next one then.

Before you move to Richmond, you may want to get a quote on the house insurance and especially on earthquake coverage.  I heard that some area in Richmond cannot get earthquake coverage!
