Don't know much about 李光耀 and Singapore.  But then his statement about language is not too far off.

China knew proficiency in English in necessary for the future.  According to China's own policy and statistics, now there are more people learning English in China than in UK.

All countries will expand if and when there is an opportunity.   Here is map of Tang dynasty.  check out how it expanded to the west and to Korea.
