「一般家庭不會買，現在市民都很注重健康，很多人煮餸連味精都不放了，根本不會買這些香精來用。」

According to this statement, that means the 廣州市民 know that these (whatever 精, 膏) are non-healthy stuffs and they won't buy and eat for themselves.  BUT, the 街邊食肆 just think about lower cost and use these horrible 精 ar, 膏 ar... This is totally a 道德 issue of those business ppl in general.

Yea, but seems like it's more of a serious issue when business are doing things like this which is affecting large group of public.
