Sounds strange to me. As long as the parents are Canadian, why can't the kids (even born outside) be Canadian?

it sounds fair to me, their grandparents move out to other country and their parents born in other country and don't come back to canada in their life.  your last two generations don't think canada is a good place to live and have no contribution to canada, so you shouldn't get the citizenship as granted.  i think this is a common rule for most of the countries
