I would call those 廚房佬 who can't cook good food
a chef should be respected if he/she can cook food I like, swear/gamble or not, should not be count

well, an office is a place where people are needed to follow the 禮儀 , and tried HARD to PRETEND that we are nice to others. Saying "how are you" is a good example for 禮儀 . but seems like some people are intending to make LYK like a "heaven" (or a place where looks like full of love and respect, and people will love and respect each other) but turns out LYK looks like an office

What do you mean by good food?  Expensive food or food that taste good?  Say for a hk cafe (the food can be extremely delicious), most of the time they're called 廚房佬.  I probably won't call a cook ...

in my opinion, good food means the food I like
normally, I will not call those chef "chef", I will call them "si fu" eg. dim sum si fu

of course, u can disagree with me, just I like I disagree with your point of view
