If clothing .. then I think they make sense . if you come back the next day or so, then I can understand, but after a week or so ..  

It happened to my wife too .. she bought a dress ...  it fitted her ok .. but when she actually wore it .. (1 week later) it was too tight .. ( yes, she gained weight too .. lol) and she took it back, and exchanged to a bigger one .. ( but can't refund )

If just by yourself for lunch or so .. I assume you should pay more then 10% ??

Let say once a while, I go lunch by myself ..  say a dry fried beef noodle, $13+tax .. --> ~ $13.65 ..  then no one will just pay $15 .. probably $16 in total .. or $15.5, as even @$15, but that is just $1.35 ..  and most servers expect more ..

It may sound silly, but I think the 10% "common sense" tips, is pushing to 15% now ..
