In 2007. SPARC International was intended to open the SPARC architecture to make a larger ecosystem for the design, which has been licensed to several manufacturers, including Texas Instruments, Atmel, Cypress Semiconductor, and Fujitsu.

When Fujitsu use SPARC architecture, it means BUY from America.

When ICT use MIPS architecture, it means SELF development????????!!!

The Japanese need to buy the company that invented SPARC, because they are not capable of making their own CPU design.
AMD is capable to design their own CPU, just like the Chinese Loongson project is able to design their own CPU.

You got the wrong concept here. Just take AMD as an example. AMD's design is different from Intel's, even though both support x86 instructions.
Are you saying AMD people just sit there and do nothing?
AMD's CPU are different from Intel's. AMD over the years has increased the number of cores in each CPU and shrink the process, 65nm, 45 nm, 25nm etc.

You should forget about discussing here, since clearly you do not have the education background to continue this discussion.
