Tax refund does not work, since most people do not need to pay taxes. There is no tax or little tax to refund. Hong Kong is not Canada.
Please learn more about Hong Kong.

The most needy people in Hong Kong make less than $60,000 per year. But the personal allowance is already about $100,000, so they do not pay taxes, so no tax to refund.
Therefore, straight cash is a good way to help the most needy people.

Just do the calculations yourself.

I didn't say giving out cash is necessarily good for Hong Kong's budget or for Hong Kong future.
But if Hong Kong wants to give out cash, then the "straight cash" method is better than "tax refund" method.

不過, 派錢總好過將d 錢擺入MPF 呢條屎橋.

五毛黨打緊果份係中宣部嘅工。之前用緊個 account 來出 post 果條契弟無料到，俾我地掃把到佢屁股開花。領導見形勢唔妥咪調過第二個人過來頂佢個位囉。咁又有幾出奇呢？

其實 Peter仔呢條廢柴之前都應該換過幾個人㗎啦。你睇佢有時講野啲用詞、語氣、思路等等都有多少唔同。除非佢有妄想症加精神分裂嘅嗟，如果唔係又點會係咁？
