To a certain extent, 王光亞 is spot on with his remarks. In the current administration, those in power are really incapable of being leaders. Under the British HK rule, the British were really most just training the civil servants to be excellent workers in operations / execution, but not as leaders and visionaries. Those positions were held by the HK Governor or other staff appointed by the UK.
But that is not to say that the HK system could not and did not produce people with leadership qualities. Szeto Wah, Martin Lee, Yuk Man, Audrey Eu, and maybe even Anson Chan, and these are only people involved in politics. In the business world, there are no shortage of people that could have / would have become good leaders in the political realm had both the British HK government and Grandfather fostered a healthier political environment.
Ovaltine, CCP would never allow any place under their control to become experiments of democracy because they know democracy will spread like wild fire, resulting in them losing their governing power. Even with as much unrest as there in in Mainland China now, they are still clinging on to every last measure they can use to influence, control, and suppress their citizens into continuing with their roles as mere peasants.
