I went to San Diego Zoo this year. Here is my comment.
A responsible zoo is very strict toward Panda.

When we were in San Diego Zoo, we can not use flash or talk when approaching to the cage. The zoo keeper is very strict and watching visitors moves.....

I am not sure about Ocean Park, but it seems that they had a glass wall and Panda may not hear any noises
