I dont undersand why it wasn't the driver to be accused of ?  Did I miss anything there ?

Oh, The Driver caused her injury, but not her death.
if the driver hit and run, then that's the driver responsibility.
however, the driver stopped and tried to pulled her out of the traffic, but she refused. The driver helped her to take the tricycle away.  So, the driver have done his job and responsibility.   
So, the death of the woman wasn't caused by the driver, instead it is her own fault.

Nothing to be sad about, she caused her own death.

I can see why some people are happy. One less scammer in the world afterall, + a lesson/message out to the rest of them. With a utilitarian POV, it's a good thing.
