京滬高鐵車軸現裂紋 長7.1毫米 鐵道部未披露 故事

【明報專訊】北車集團早前召回在京滬高鐵運營的54列CRH380BL型動車組，內地財新《新世紀》周刊披露，召回的真正原因是該型號深處看不見的輪軸裂紋，而鐵道部對此一直秘而不宣。調查還發現，該型號動車的車輪供應商，便是因賄賂前鐵道部長劉志軍而被拘受查的山西女商人丁書苗所屬公司。

報道說，7月15日，濟南車輛段動車所的探傷工，在用探傷器對一輛北車生產的CRH380BL列車作例行檢查時發現，超聲波探測車軸時屏幕顯示波幅度異常。探傷報告指，在靠近齒輪有一處長7.1毫米、高2.4毫米的裂紋，要求「換軸」。之前，同類的問題已經發現了6至7宗。

運作不過半月 疑製作缺陷

車軸是連接列車一對車輪的關鍵部件，動力軸若出現2毫米及以上的材質缺陷，就須報廢，否則可能造成車輛斷軸、脫軌顛覆，造成車毁人亡的慘劇。專家指，京滬高鐵列車上路不過半月，動力軸處的裂紋，不大可能是機械疲勞導致，只能是材質問題或製作缺陷。

供應商為丁書苗所有

據《新世紀》調查，CRH380BL的車輪供應商是智奇鐵路設備有限公司，其實際控制人便是山西女商人丁書苗。智奇是目前內地唯一一家高速動車組輪對（一對車輪）生產和檢修基地。這家公司2006年成立，其產品在高鐵列車上廣泛使用。南車一位人士稱，因鐵道部過去設置的高門檻，其他競爭者要生產高鐵列車車輪仍需一定時間。

滬昨再停運9班車

8月11日，北車集團公告召回正在京滬高鐵運營的54列CRH380BL型動車組，但公告中將故障原因主要歸為「傳感器誤報」。但多位鐵路專家認為，已發現的問題應是批量性的問題或設計上的缺陷，只能透過全面召回解決。直至現在，北車始終未對外披露發現動力軸裂紋一事，鐵道部未就此問題展開實質性行動。

另外，上海鐵路局昨日宣布，從28日起，該局停開9班京滬、滬杭來回高鐵列車，其中滬杭高鐵減少7班（來回）。這是繼8月16日之後，上海鐵路局再次停運高鐵列車，其中京滬高鐵列車從最初的73對減至50對。

The need of high-speed railway networks and the mechanical/design flaw are absolutely independent issues. How many people had died for the development of aero-transportation? Why did we not see you ever bash the airplane you have been taking?

While the railway network and flaws are in theory independent, in practice, the bewildering pace at which China attempted to build the network and the overwhelming amount of corruption means that the railway cannot be build without addressing those problems first.

If you can't even fxxking get the priorities right, just STFU la!

Will the need of the network change if the pace of building and the problem of corruption change?

With the corruption problems right now, for every $10 the Central Government gave to build the railway, I don't even know if $1 would actually make it to the railway construction itself. Furthermore, previous news has already exposed that the high carbon clay or something that is required for high speed rail was replaced with some cheap low carbon substitute. Additionally, rail bed is sinking way too fast because the pre-sinking has not been done.

What's the point of wasting money and building all this quality-plagued "high speed rail" when the fundamental hasn't even been addressed?!

IMO, I think the system can only be distinguished to "at risk" for present, it's not categorized as "dangerous" yet... 'If' the railway authority do cope with the Central government (very likely for now), we don't need to be that pessimistic...

Let’s say you are hungry and your mom cooks for you. Because of your mom’s improper food handling and cooking method, the food is contaminated and becomes poisonous. After the meal, you are rushed to hospital because of food poisoning.

Will you say you should not have been hungry since your mom cannot cook properly? Will you not be hungry nor take foods until your mom can cook properly and handle food safely?

When I saw the obvious signs that the food has been contaminated and becomes poisonous, I would be downright stupid to eat it still. In fact, the moment I saw the contamination took place, I would have stopped her the right there and then, and prepare the food all over from scratch.

There is all kinds of obvious signs of things going wrong during the construction phase of the high speed rail. Dramatically compressed time lines that were according to experience from Germany and Japan, that the pre-construction submerging has not been complete. Given the massive amount of high carbon clay (or whatever material it was) that was required because China was building such an extensive rail network, the entire world's production output of that high carbon clay wouldn't have been enough to meet China's demand. The writings were all over the wall.
