With the amount of bulbs you are buying, you can go for HID.
I tried Philips Cool Blue, PIAA Plasma, Hoen Xenon Match and Nokya Ion, most of them produce the advertised white color, but the light intensity is very low. With lights that is not bright, that's useless. So far Sylvania SilverStar works well on my high beam and I have Nokya yellow as fog (thinking about 3000k HID...)
Normally plug and play kits are easy to install, but in BC, we have the Daytime Running Light problem with many cars, and putting HID has become an hassle. Many cars that has DRL on the low beam would need to get a wiring harness that bypasses the stock harness. I made one under $10 and it has never failed.
With more cars imported from AB or US, cops are no longer picky on new cars who don't have DRL anymore.
