No parking ticket on every Sunday morning?!

According to CTV, it is unlikely to get ticket for illegal parking...anytime before 12pm Sunday
Is it true?

"Church-goers rejoice -- one less person is watching over you on Sunday morning.
During a time period analysed by CTV News and ESRI Canada, no parking tickets were issued anywhere in Vancouver before noon on Sundays.
That means that cars parked even illegally while people shopped or went to church on the Sundays we surveyed didn't face any punishment.
Vancouver parking Superintendent Paul Melten wouldn't confirm the findings..."

Agreed. I got a ticket just because of that... I think the patrol go there every Sunday just to catch people's mistake.

I guess CTV got $$$ from police/traffic department .. to spread the rumor ..  then the police/traffic officer can catch more peope, and issue tickets ..
