【明報專訊】列治文市議會本周一通過了2008營運預算案(Operating Budget)和資本支出預算案(Capital Budget)，確定明年列市地稅漲幅為3.92%，比早前市府報告中建議的3.96%略有降低。

列治文市府操作預算案包括基礎預算(Base Budget)及額外項目(Additional Level)兩部分。市議會在上個月先通過了基礎預算金額和第一優先額外項目的預算，然後將一般額外建設項目預算，發回給市府相關部門重新考慮。

市財經委員會在上月底(11月29日)的會議中，就一般額外建設項目預算的幾個版本展開激烈辯論，焦點放在市府車輛更換儲備金支出、消防車儲備金支出、老人中心擴建項目支出等項目上。

列治文市議會於本周一確定了明年預算案的最終版本：決定從車輛更換儲備金、消防車儲備金、建築保護三項支出中銷減共75萬元；將擴建老人中心加入額外項目目錄，並撥款45萬元；為皇家騎警增加3位新警員，其中包括兩位便衣警探。這樣的改變，令列治文市2008營運預算案的地稅漲幅降至3.55%。

議會在同一天還通過2008資本支出預算案，總額約為1.63億元。其中接近六成(58.7%)依靠列市財政儲備金提供；16.6%是撥款及捐款；7.4%是公共事業收入；3.4%則來自賭場收益。

資本預算案對地稅的影響為0.37%，與營運預算的3.55%相加，則令2008年列治文地稅得總漲幅達到3.92%。

When these government/crown corporations increase rates they think that 3-4% is nothing. Where do people get the extra money to pay when their income is kindof fixed. Tax increase 3.92%, food & essentials 3-10%, gas 10%......how does the personal budget work when one's income does not increase and if a family member just needed exra like starting college or elderly needing extra care???

people are already paying more for prop tax since their residence rose in price and adding 3.9% just doubles the pain...

But then..if the value of the properties goes up, that means they can always sell it for high price, and move somewhere else, or if they need cash, then re-morgage for cash, right?

problem is I don't think the Chinese who are living here want to move lor...that's no place like it in the N. America!  good or bad...LOL you think about it lor
