If the parents cannot provide the basic hygiene to the children, it is child abuse虐兒, they are easy to get sick (can be kind of physical abuse) . The children even don't know how to take care of themselves. If the birth parents even don't know how to teach them, it leads to several behavioural problems in the future.
Loving children doesn't mean simply 我錫你, holding, hugging all the time. It is a sad story for both the parents and the children.
We can think in two different angles:
A. If the children are adopted, they can grow up in a healthy family environment. The adopted parents have the custody of the children does not mean that there is a cut-off from the birth parents. The couple can still keep on visiting the children from time to time.
B. Giving up custody means the birth parents cannot allow to visit the children anymore. Totally losing the children.
Most of the time, the situation is A. Of course, the birth parents must not want to do so. It is hard to accept losing custody.
