Before 2001, white people can walk across the border without using passport, driver license or any I.D. It had been like that for the last 120 years+ between USA-Canada border.

Unfortunately.... I am not white... Fortunately.... the custom can tell Chinese is different than say East Indian or Iraqi
I just came back in town 2 hours ago....
First in the airport, there are more Asian staff (other than custom), so they can help out people with language issues...

Custom used to show a very "cold" face. But this time....after baggage claim area all people need to hand back the form to the custom and that custom....take my card back with a smiling face and says "have a nice day" to me... what a surprised...I guess due to Olympic?
It was okay for me. For going back from Seattle, they mostly just asked me some standard questions and so far so problem at all for me. For going back from air, they asked more questions but still no problem for me.
