MY DOG GOT BITTEN!! dog, anyone, URGENT, bitten, knows

my dog was bitten by another dog (a pit bull i think) that was on a leash yesterday...
that dog literally just jump off the car and ran right to my dog and bit on his neck...
he's now going to have an operation and the cost is at least $700-800

in my understanding... i think those dangerous dogs are supposedto be on leash all the time? so shouldn't she be the one to pay for the medical fee?
but now the owner of the other dog is refusing to pay the fee...

anyone know who can i talk to?
i have already contact RAPS to file the injury... and have went to the provincial court to try to file a claim for the fee... but do you guys think i will have a better chance in winning the case?

are there any free or non-expensive charge lawyers that i can contact?

in china only 暴力 can solve your problem, but in canada, police can solve it out as long as you have the owner's info

some paid website will able to provide the address & full name of the cell phone owner

no matter her dog is  a dangerous dog or not, her dog should be on leash on the time at the public place.  (unless you were at the unleash park).  
your dog was hurt due to her unattendant dog.  

do you have a witness?  do you have anything to prove that her dog bit your dog?

yes we have gone to the small claim court...but the thing was my mom got freaked out that she forgot to write down that dog owner's address.. all she had was the cell phone # and first name (apparently i was able to find her full name on Google=P)

and the thing is... we did not know exactly what kind of breed that dog was... it was like a pit bull or rockrider? but a guy at RAPS said that if it's a rockrider and has no record of biting anyone/thing before, it's not considered as dangerous... on the other hand... if the breed was pit bull, then it's considered dangerous even if it was first born....... i wasn't exactly sure if it's still considered as dangerous if it happens to have no record of harming others....even if he bit my dog

yes we have called them.. but all they did was just record down some info... not sure if they are going to do anything though...

cuz the guy at RAPS said tha they are responsible for those city by laws that has to do with animal i guess

Plus, under the Animal Control bylaw, an owner is responsible should their animal kill, hurt and harass a person or another animal.

Under the personal liability coverage of most Home Insurance, the owner of the animals owned by the named insured is legally liable for the damages caused...

u may try to contact ur home insurance company.. usually the owner of the dog should be legally liable to any injuries caused to human being but I'm not sure what would happen if dog attacked dog.
