what if 中共 stand out and say sorry to all the family & relatives of the died person, and confessed that they are wrong? would it be settled?

The Germans did exactly that about the war crimes the Third Reich had committed, and they earned both forgiveness and respect for that. I don't see how it would be different if China were to do the same thing.
The thing is, China is a 人治 country, and as such, until all the old timers involved (directly or indirectly) with 6.4 have died, the governing bodies wouldn't risk doing any of that.
