Last time I complain 2 best buy... at the end they give mi a $100 gift card within an hour... n got the problem fix...
Google it for reviews, see if it s a scammer.
seems like you don't have a shippment tracking number
and if you weren't paid by paypal nor credit cards, most likely you got scammed!

I think you should still complain to paypal even if it is over 45days, at least paypal would build up the negative feedbacks with the seller and may put him in blacklist sometime in future.
