I think it's still on-hold.
Warranty is honored globally where Apple is authorized to trade, except China and Korea.
If you are buying from a national retailers like Walmart, Target, Apple, Amazon, etc which has establishment is all the states, you need to pay state taxes.
Warranty is the same .. no matter where u buy it, but ~ 9% state tax in Seattle, so you are paying the same price, and Apple US won't send it's product to Canada.
To me, no state tax anyway ... how about for BC people? I think state washington was working on no state tax for BC visitors??
If you can pick one up from Oregon, without any sale tax, then it may worth while. Otherwise, buying in Canada has local warranty. For delicate product like ipad, it worth the extra $.
