葛輝辭職爆大鑊 基金

前任政府資訊科技總監葛輝(上圖)在今年初合約未滿，卻提前離職，他昨日再次披露辭職是牽涉「政府事務」，並非政府所指基於「私人理由」，內情與「上網學習支援計劃」的遴選過程有關，不滿政府以政治理由  給政治團體中標。
早前有報道指葛輝提早離職，與「上網學習支援計劃」的遴選過程有關，葛輝昨接受有線電視訪問時再表示，在遴選過程中多次收到指示，基於政治因素考慮，要給其中一個有民建聯成份的團體中標。他因此選擇辭職。
中標機構信息共融基金會，其中一個成員團體互聯網專業協會傍晚發表聲明，承認民建聯成員葛珮帆曾是會長，但葛珮帆是卸任後1年才加入民建聯，強調政治中立。
葛珮帆也呼冤，對事件全不知情，又指沒有參與任何決策，不明為何被「拖落水」。
葛輝於上月以公眾利益為理由，去信立法會，要求立法會引用權力及特權法，讓他交代提早離職的原因。但商務及經濟發展局署理局長蘇錦樑(下圖)昨反駁說，葛輝有關言論，已經嚴重影響政府聲譽，並強調「上網學習支援計劃」的遴選過程公平公正，絕無見不得人的勾當。
蘇錦樑說，政府不反對葛輝就自己離職一事作出澄清，但必須要符合事實及跟公眾利益相關。他又強調，政府招標計劃時，主要考慮機構的能力及往績，但機構負責人的政治背景，並非考慮因素。

Can't blame too much on the cost increase. You are only choosing between 2 or 3 competitors. I think we should focus more on the overall cost effectiveness ratio.
