I am a Canadian resident (with passport). If I want to go the Seattle with my gf (from HK, already got a VISA to USA) by car, does she needs additional document or anything?

But I have travelled with a friend who had SAR and landed paper 2005, the borderman allow her to get an visa instantly for 5 bucks. But again, that is the "discretion of the border officer". Don't take my word for it because the border wait is normally in terms of " hours ".
Now after the 911, the Americans freak out. It is now under the "discretion of the border officers" rule. That means the border officers has more power to turn you down at the border regardless of what you have. (I still remember one red neck borderman has no excuse of not letting me in but made me pay 5 bucks for visa to cross the border just for the fun of it when everybody do not need to pay and that was way before 911).
If I were you, I will try my luck.
But you have a strange situation here. You landed on 1997, you still don't have a citizen status. If I were the border officer, i will ask this question until you choke. Also, if you looks like Middle Eastener (including East Indian) or you need to face east and worship every now and then, I suggest you to talk to American Consulate in Vancouver.
I went to the states for a school trip (2 days) LONG time ago when I only had my landing paper. I had to apply for a short term visa to enter into US. (My high school teacher helped me to do that ... that's sooo long ago.. haha)
from your first website i can only see that people who hold a BOTC citizenship from Bermuda does not need a visa to go in....you have to recognize that a BOTC citizenship is different from a BN(O) citizenship...a BOTC is basically the new form of BDTC...and you can be naturalised to be a british citizen easily...whereas the BN(O) is a completely different thing
the second website only applies to canadian citizens...are you one?
and as ahsmall said...BNO is unfortunately not in the waiver program
2nd...why still land paper...i wonder if your PR status will still be valid if you dont update it to a valid PR card
also...even your PR status is still valid...it does not grant you visa-free access to the states
i dont think you can go into the states with a drivers license anymore
