The use of non-official languages at work was associated with a lack of official language skills, low levels of education, lower skilled jobs and lower earnings for immigrants.

i speak 90% of chinese at work~ i am university grad with a diploma in design~ great at what i do~ and earning's just fine~

I know the "top bosses" of Toyota Canada, Sony Canada, Nintendo Canada don't speak much English/French, too.

Also, the owner of Fairchildtv in Canada and etc.

I hope you realize the top boss of Nintendo Canada is an America born American.  And why would you think the top bosses of Toyota and Sony Canada don't see much English or French?  You know them personally or are you assuming they're Japanese and assuming Japanese don't speak much English?

知道某大銀行某分行曾經用中文開會

It is strange when I worked with the SUCCESS Training Institute, the only language allowed for communication is English, although all the staffs are Chinese
