called fido again and confirmed that the account is transferable, unless you are transferring the plan to someone who is not live in vancouver.  a fido city(van) plan cannot transfer to a toronto person, but they can offer something similar.  not sure about your friend. but my one is definitely  transferable.

cityfido is not transferable....but i guess other plans are...

man...if i am not on a rogers contract now...i would love to take this plan over....
