do i have to pay before using it? did it come with a plan?
please tell me more about the sim card, because buying it if it's suitable for my usage

Basically you need this sim card in order to talk. You can run on a plan with this card or go for pay as you go, is up to your decision. If is for Pay as you go, you will need to pay for the air time on top. Depends how much you talk, but without this sim card, you'll be unable to talk.
