According to this statement, that means the 廣州市民 know that these (whatever 精, 膏) are non-healthy stuffs and they won't buy and eat for themselves. BUT, the 街邊食肆 just think about lower cost and use these horrible 精 ar, 膏 ar... This is totally a 道德 issue of those business ppl in general.
Cat meat has been commonly seen in dishes in southeastern China for a long history, just like dogs in the north or camals in the northwest.
Is ethnical issue just exist in businesses? I think it's quite common in the general public also...
In the old days ethnics is learnt from parents. Nowadays it relies heavily on the public education system. It's quite a paradox... What has happened to the past generation?
I agree with what the officer said. If it is permitted by the government, there is nothing wrong to sell it. How people use it is individual behavior.
In the same token, pharmacy stores sell drugs but they cannot grantee whether the person bought the drugs will use them properly and for the right purpose.

任何衰野都要入曬政府數? When did I ever do that? I call things out as they are. If it is Grandfather doing 賤野, I point my finger at Grandfather. If it is people among the Mainland population doing 賤野, I point my finger at them.
To be honest, I am sick and tired of posting the same news over and over again as well. But then the same news from China keeps coming up -- yesterday it was beef paste on pork. Today it is lamb paste on cat meat. Tomorrow it's bbt made from industrial ingredients. Why don't you tell me when I can stop posting news like this?
