21億元短命公路 通車1天塌路2死

【明報專訊】投資21億元(人民幣.下同)的雲南省新平縣縣城至三江口的國家二級公路(新三公路),在試通車翌日就發生坍塌,造成2死2傷悲劇。網民形容該公路是「史上最短命公路」、「豆腐渣工程」,當局則辯稱事故屬「強降雨引發的自然災害」。但新華社指該公路原來是「未批先建、未作驗收就通車」。

新華社:未批先建 完工無驗收

全長92公里的新三公路預定6月30日正式通車,26日起試行通車,但翌日就發生事故。《昆明日報》指,垮塌的路段大約60米長,公路一邊是陡峭山坡,一邊是深約70米的河谷。坍塌發生時,剛好有一輛貨車經過,汽車掉入河溝,車內2人死亡、2人受傷。

路基鬆軟 防護層現裂痕

新華社昨日報道,位於半山腰上的事故點的雙向四車道都已坍塌,大量石塊、泥土和混凝土被冲進路旁的河谷,翻下河谷的那輛汽車破損嚴重。而公路坍塌的地方路基鬆軟,踩上去有明顯的下沉。被衝毁的擋牆主要由磚石砌成,而鋼筋混凝土擋牆相對完好。公路邊坡的砂漿防護層多處出現開裂。

雲南省國土資源廳和交通運輸廳派出的專家組調查稱,事故屬「強降雨引發的自然災害」。新平縣交通局局長卜有章亦表示,新三公路沿途地質脆弱、災害頻發,一直是洪澇和地質災害較為嚴重地區,事故主因是單點暴雨導致公路路基鬆軟,公路上方的溝渠和涵洞被堵塞,最後積水形成如同瀑布一般的衝擊力,導致公路路基垮塌。他強調,公路設計、施工和監理單位均嚴格按照投標制度,未發現嚴重的設計缺陷、施工質量或監理失職問題。

暴雨所致 當局指不涉施工問題

但新華社指出,新三公路09年10月開工,而設計方案翌年5月才得到雲南省交通廳批復,是「未批先建」。在公路建設後期,新平縣喊出「大幹快幹60天」的口號,而公路在尚未交工驗收的情况下,就違規試通車,曾計劃在6月30日舉行通車禮。

Something not right all the way through... Bad wall and drainage design, bad construction management... Honestly by luck there are only 2 casualties...

Very likely the geotech fellows as well as the governing agencies are doing a crappy job on it... If there's no review on other sections, very likely this will be happening again... If the design of wall still passed the existing highway code, it's really a catasrophic disaster...

It isn't the fxxking rainfall -- it's a human error because starting right from the initial engineering design, throughout the construction process, and down right to the final inspections and approvals, everything needed to take into account the natural environment where the highway is built. If the highway can't stand up to that kind of rain fall typical of the region, then how is the collapse a result of an act of nature?

Then again, it is entirely typical for our brain-washed boy and the official line to say that it was an accident caused by nature...

This year the rainfall in China is very heavy and most fell within a few days.
Rain washing away roads is common and it can happen anywhere, including the US and Canada. Are you saying no roads are washed away in other countries?
