Something not right all the way through... Bad wall and drainage design, bad construction management... Honestly by luck there are only 2 casualties...
Very likely the geotech fellows as well as the governing agencies are doing a crappy job on it... If there's no review on other sections, very likely this will be happening again... If the design of wall still passed the existing highway code, it's really a catasrophic disaster...
It was due to the recent heavy rainfall, not the design.

It isn't the fxxking rainfall -- it's a human error because starting right from the initial engineering design, throughout the construction process, and down right to the final inspections and approvals, everything needed to take into account the natural environment where the highway is built. If the highway can't stand up to that kind of rain fall typical of the region, then how is the collapse a result of an act of nature?
Then again, it is entirely typical for our brain-washed boy and the official line to say that it was an accident caused by nature...

This year the rainfall in China is very heavy and most fell within a few days.
Rain washing away roads is common and it can happen anywhere, including the US and Canada. Are you saying no roads are washed away in other countries?
