i remember a guy said his friend borrowed his car when his friend was in town and now his friend left.  the guy was requested to reduce the amount and the judge approved

Just checked at icbc website. Traffic light ticket is 2 points.
Can he just dispute their camera was not functioning when the photo was taken?

I cannot think of a valid reason to dispute a red light camera ticket. They will send out 2 photos, one shows the car was before the stop line at red, the other will show the car cross the intersection during red. It's solid proof there. Good luck disputing it, and the judge will use this as evidence.

If you pay the fine as it is, no points will be taken because no one knows who drives the car. If you "nominate" the driver, then that driver will get the points taken out. There is no advantages in doing that.
