how to stop floating icon from poping up? icon, stop, floating, poping

It just happened today when I view LYK site, everytime I view new LYK page there is a small DELL deal icon poping up on the top left corner and floating around when scrolling up and down. It is pretty annoying to close that icon everytime. Any way to prevent it from poping up? pop-up blocker is enable but seems not helping.

it's not a pop-up window so you cannot use pop-up blocker.

just click the x and the icon disappears, for a few minutes
