In general, yes. In the cities (esp the bigger ones), definitely. But at the same time, while the overall population's lives and standards of living, millions and billions more continue to suffer and rot, especially in the more remote villages in the country. Even when in the city, certain people's lives are ruined because the government continues to do things ruthlessly in the name of "progress and development". What your stupid proof again? Go look up what 釘子戶 are and why you see them in China.
Is the political system improving?

LOL~ Is this a joke you're trying to tell? Locally at the smaller towns and stuff, there are little improvements to include more "democratic" elements to take people's needs into account. But structurally, factions in the political systems continue to fight -- between the central government and the regional governments, within the central government between the Shanghai gang, princes league, 團派. The Party still controls everything.
Is the justice system improving?

Is its function of monitoring the government of public media improving?

There are daring papers and reporters such as 南方都市報, but even the most daring ones only dare to 只鬧貪官、不罵皇帝. And at the end of the day, who controls the media in China? One word from the Grandfather and everybody shuts up.
Is its international influence improving?

Influence it has, but only because of the country's wealth, not because its principles are right. On a different note, I just read that according to some survey institute, the US' international image improved significantly since Obama became president, but China's image has more or less stayed the same -- meaning that it continues to remain poor.
