If they are as effective or superior, yes;
However, in general practice, it's "NO"...
Most of the problem associated with the poor soil condition and flatness of slope in Richmond.
Free ground drainage/open channel always perform better under these 2 conditions.

Not that I like the traffic in Richmond, but rarely did strike happens (garbage etc.). And I like the way that you can pay property tax with credit card (not in Van).

啲人個車牌真係唔知點考番黎，我住半年已經兩次差啲俾車車死。
成個城市規畫亂X咁黎，facility其實做得好差。

Richmond 開車難過香港。
淫龍話齋，中國人係要管嘅，咁大形嘅唐人埠，鬼佬果套恐怕唔太掂。
商場外，大爺含住支牙簽，fling 吓 fling 邊行邊放飛劍，
行人權被濫用，唔加入中國管理特色，遲早玩死自己 ~
起碼應該檢討紅燈是否還可以右轉，路口是否要加鐵欄，之類，
