陶樂in Richmond has 打冷, or they have mini size to order for dinner as well.  Portions are small, so you can order a few for your friends to try.

I lost track of Chiu-Chow places after moving to US due to jobs for a very long

likd cremedelacreme mentioned, 陶樂 is one. It's next to T&T in richmond on cambie
the restaurant might look a bit old, but the food is ok ga, and quite cheap too. Like $4 or $5 each if I remember correctly

鳳鳴 next to 龍皇飽翅 has 打冷, but I think it starts a bit late
雲吞麵世家 (next to 新鏞記)

usually those 粥粉麵飯 place would have 打冷/小菜

For 打冷, 鳳鳴 is good, 雲吞麵世家 is OK, , but 陶樂 is just too "MSG" and I don't feel comfortable dinning in...
林柱記 is better than 雲吞麵世家.
So far, 麥之根 is currently the top pick, but it just starts and ends TOO early (from 5:30pm to 10:00pm)...
