In some states, minimum wage for waiters is about half of the normal. That's why people will tips 20%. And the IRS will tax waiters assuming they received 20% tips on their tax returns.
If you don't tips enough, waiters basically have to pay you to eat at their restaurant.
But, in Vancouver waiters are not paid $3/hr, like some americans waiters.
