Maybe it should have been "had had" instead of "has had"

"has had" is present perfect, it has happen in the past and continued up to now and probably will continue.

"had had" is past perfect, it had happen and stopped happening and then something else happened.

I am not quite sure if "will have had" is the future perfect though.
